TRIBAL OPIOID RESPONSE PROGRAM (TOR)
The Ponca Tribe Opioid Response Program is funded by a grant from the Substance Abuse & Mental Health Services Administration. Addiction to opioids is an issue that sometimes stays in the shadows, and many people did not intend to get addicted to pain medication. It may happen after a surgery or injury, but the desire for pills stays long after. Addiction has many variables contributing to why an individual reaches for substances, but there is a medical component to most substance addictions. This program combines Medication-Assisted Treatment (MAT) with Therapy and Case Management (life needs) services supplying a holistic approach to freedom from opioids. When we address the physical withdrawal symptoms with prescription medication, patients think more clearly to address their emotional, physical, spiritual needs. The Behavioral Health team walks alongside patients with support and skills’ coaching every step of the way – helping patients build a solid foundation for a healthier life. We want to eliminate opioid abuse within the Ponca Tribe! The program takes people from the chaos of addiction to lives that match their traditional values.

Jake Roberts, M.S., LPC, - Project Co-Director
I am Muscogee (Creek) & Cherokee. I am a licensed professional counselor in the state of Oklahoma. I received my license in 2014 and I am also an approved LPC supervisor in the state of Oklahoma. I work with children (ages 10 or older), adolescents, and adults. I can provide individual/family counseling, alcohol and drug assessments, mental health evaluations, domestic violence risk assessments, substance abuse counseling, anger management and grief counseling. I have received specialized training in cognitive processing therapy (trauma focused) and Cognitive Behavior Therapy for Chronic Pain and Opioid use. Additionally, I am a certified facilitator of the Fatherhood is Sacred/Motherhood is Sacred program, Addressing Family Violence & Abuse program, Linking Generations by Strengthening Relationships program, and the Question, Persuade, and Refer Suicide Prevention Course.
Michael Degan, MCP, LADC, LPC - Project Co-Director
I am a licensed alcohol and drug counselor and a licensed professional counselor in the state of Oklahoma. I received my license in 2019. I work with children (8 years or older), adolescents, and adults. I can provide individual/family counseling, substance abuse counseling, alcohol and drug assessments, ADSAC/DUI assessments, and anger management. I have also received specialized training in Cognitive Behavior Therapy for Chronic Pain and Opioid use.
Lesa McClung, B.A., CMI, ETS - Project Case Manager/Community Liaison
I have four children and six grandchildren and 34 years of experience in social and mental health services both in nations overseas and in the U.S. I have a bachelor’s degree, am a certified Case Manager, Employment Training Specialist, and other certifications in infant massage, parenting, and working with disabilities, mental health, neurodiversity, children, youth, and adults. I am also more than half-way through the Master of Social Work program and Native American Studies graduate certificate at the University of Oklahoma.
